The Office of Newcomer Services (ONS) is responsible for coordinating, planning, implementing and evaluating Virginia's refugee program. The Refugee Resettlement Program provides support for men, women and children from all parts of the globe who have been forced to flee their homelands because of wars, armed conflicts and/or gross violations of human rights. ONS administers a variety of federally funded programs which promote the earliest possible economic self-sufficiency and social integration for refugees into Virginia’s communities. Virginia's resettlement plan was designed to assist refugees achieve economic self-sufficiency as quickly as possible. The federal government requires Virginia to submit this plan as a condition for receiving funding for refuges resettlement assistance. Federal regulations define the content of the plan.
